Business Expansion Pilot Initiative (BEPI)

Overview

The BEPI supports Maltese agri-food producers in accessing structured local market channels such as retail, HoReCa and online platforms.

The initiative provides co-financing for targeted investments that improve market readiness, helping businesses overcome key barriers to entering and scaling within the local market.

Who Can Apply

This initiative is open to micro, small and medium-sized enterprises operating in the agri-food sector under:

  • Agriculture, forestry and fishing (NACE A – Divisions 01 & 03)
  • Manufacturing of food products and beverages (NACE C – Divisions 10 & 11)

What Support is Available

  • Grant Type: Reimbursement-based cash grant
  • Funding Rate: Up to 70% of eligible costs
  • Maximum Grant: €20,000
  • Project Duration: Up to 6 months

Eligible Costs

Support is available for non-recurring investments linked to market entry, including:

  • Packaging (design, development and production)
  • Branding (visual identity, rebranding)
  • Labelling (compliance, nutrition, barcoding)
  • Buyer-specific requirements (e.g. portioning, certifications)
  • Digital onboarding (listing on online platforms)

Important Notes

  • Support is granted under de minimis State Aid rules
  • Projects must be completed within 6 months
  • Beneficiaries must demonstrate successful market entry
